Central West Coast Dual Language Literacy Plan

The Central West Coast Dual‑Language Literacy Plan was developed through extensive community consultation beginning in June 2008. Meetings were held in Ucluelet, Tofino, and Ahousaht, engaging five Nuu‑chah‑nulth First Nations and two municipalities to gather local perspectives and priorities. Additional presentations were made to band councils and community members to refine the plan’s goals.

Following strong community support, the plan was approved by Literacy Now, with implementation guided by a regional task force representing participating communities. The plan was shaped through ongoing community meetings, focus groups, interviews, and consultations to ensure it reflected local needs and supported both English and Nuu‑chah‑nulth literacy.

Community‑Led Development of the Dual‑Language Literacy Plan
Hishuk ish is’awalk. (Everything is one)

The Central West Coast Dual‑Language Literacy Plan was developed through a community‑driven process that began in June 2008. Community meetings were held in Ucluelet, Tofino, and Ahousaht to gather perspectives from five Nuu‑chah‑nulth First Nations and the municipalities of Tofino and Ucluelet. Additional presentations were made to band councils and community members to ensure broad input. Strong regional support led to approval from Literacy Now, with funding stewarded by the Vancouver Island Health Authority and coordination provided through a regional literacy outreach role.

The Coastal Family Resource Coalition supported the initiative, with leadership provided by a Dual‑Language Literacy Plan Sub‑Committee made up of Norine Messer, Jennifer Auld, Gertrude Touchie, Sarah Spencer, Eleanor Gee, and Carol Martin. Representing participating communities and key stakeholders, the group guided the plan’s development through community meetings, focus groups, interviews, and ongoing consultations—ensuring the final plan reflected local priorities and supported literacy in both English and Nuu‑chah‑nulth.
